Can I dub a video into another language?

Does the dub keep the original timing?
Yes. Analysis keeps each line's exact start and end, and the translation is written against that slot. A fit meter marks every line Fits, Tight or Too long so you can fix the ones that overrun.
Which languages can I dub into?
